Washington, DC UNDER NEW MANAGEMENT- THE WILLIAM'S YEARS...
Askew training in government finance and government administration was cultivated on the campus of the University of Alabama at Birmingham and shaped at the Jefferson County Family Court & Birmingham Housing Authority, where at the age of 20, he managed a $100TH budget while doing research on city management under the Richard Arrington, Jr. era (1979-1999).
In 2000, he joined the Government of the District of Columbia (GDC) as a Budget Analyst for the District of Columbia Public School System and served as Chief Analyst for Division III ((26) Elementary schools and several centralized operation/ program areas and other major agencies.
Three years later, Askew (Financial Manager or today's Agency Financial Officer) responsibility level increased to an excess of $350M and oversight of 592 full time employees (FTEs) inclusive of the Deputy Mayor for Public Safety funds allocated by the Department of Justice; Justice Services Grants, the American Recovery Act funding, and the Workforce Investment Act funding as a member of the Office of Finance and Resource Management; Government Operation's Cluster of the DC Office of Chief Financial Officer . He has held oversight and managed over $750B while performing the task of budget development and financial execution. At the same time , he served as a financial consultant and advisor to academic and program staff under the age of 23.
Since 2000, although technically a GDC employee, he has functioned as a consultant and change management strategist for other operating divisions including:Office of Chief Financial Officer, Office of Finance and Resource Management, Office of Contracting and Procurement, Office of Customer Services Operations, Office of the City Administrator, and Department of Human Services under the vision of Mayor Anthony Allen Williams , product of both Yale and Harvard University not to exclude training from U.S. Air Force Academy Preparatory School and City Council leadership of Linda Cropp and long term city council leader - Marion Barry.
For the 1st 5 years of his career, he has developed and led large-scale quality initiatives to optimize performance, re-engineer business processes and procedures, improve efficiency, enhance accountability, and strengthen organizational and administrative infrastructures. He has delivered value to the organization by delivering financial management, providing strategies, action plans, and leadership critical to performance improvement, revenue growth, cost reduction, and technology sending his financial management level over the thresh-hold of several trillion dollars under the age of 27.
He was soon tapped by senior officials to lead high profile initiatives and projects to resolve operational and human resource issues in under-performing or at-risk areas; from financial process re-design to professional development program improvement. Askew, an energetic and ready to learn type employee, was charged with managing an innovate business re-engineering process that would bridge the lines between a paper driven procurement system to a “paperless” system vie a Top Down Model approach to satisfying the end user demand for outcomes for the Department of Human Services and DC Government citywide. As the first published (Blueprint for Tomorrow) Chief Administrative Officer for Youth Service Administration and Jerry M compliance team member, Askew developed and administered human capital development and fiscal assessment plans for DC Department of Youth Services as a measure to reduce chronic overtime costs to include an inter-agency recruitment plan to fill all agency vacancies. Under his leadership, two teams of experts traveled to 5 states in 14 days to interview over 350 candidates and hired the top 60 as full time permanent employees. Each employee was housed and trained through a new intensive correction's training model.
Askew has served as the finance and administration/ operations expert for two of the most expansive federal compliance measures placed on the District of Columbia’s leadership and employees by the federal court system's: the Jerry M Consent Decree and the Evan Class Mandate at 26. As the member of the Evans Class Action Decree's transition team (Mental Retardation and Developmental Disability, now the Developmental Disability Service agency, Askew managed an emergency audit, within 120 days of redeployment, as means of streamlining the funding requirements for the Mental Retardation and Developmental Disability Administration (MRDDA). This resulted in a funding increase of $8M and an onsite revised ACA approved training model.
Askew can be accredited for the design and dissemination of the programmatic cost center structure and recommendation for the most effective compatible system for an automated procurement system for the Health and Human Services Division of the GDC. This transition of 2,000+ employees/ providers, re-configuration in network software, shift in the productivity workflow, upgrade of software and hardware equipment is the contributing factor for the higher than norm service delivery now seen in Human Services related areas of the Government of the District of Columbia under the leadership of Mayor Anthony Williams and vision of the District of Columbia Superior Court.

As an independent contractor, researcher, business owner, public administrator, change management strategist and academician, Askew’s background includes working for Alabama's Jefferson County Government, State of Maryland, the State of Georgia, the City of Baltimore Government (Special Initiative), the District of Columbia Government, U.S. Virgin Islands and the Richmond City Government among other partnering local and federal agencies (national and international) on both the east and west coast. such as Ashland Management Group (Maximus), LongView and Associates, Potomac College of Washington, DC and the Virginia Department of Rail and Public Transportation inclusive of the development of an emergency management plan under the leadership of the Deputy Chief Administrative Officer (Mayor) for the City of Richmond, Virginia & Mayor and 1st African American Governor for the Commonwealth of Virginia , L. Douglas Wilder.
The 1st Deputy CAO/ Human Services Administrator met with envy.
After taking one year off from the fast pace of politics, Mr. Askew, in 2007, was selected by the Deputy Chief Administrator Officer/ Human Services for City of Richmond to serve as an advisor on the alignment of the Human Services/ Social Services related programming to include approximately (10) departments/ initiatives and (22) community not-for-profit organizations resulting in a consortium of collaborative planning.
This creation provided a long term blueprint and operating system to measure the needs of its citizens. In his early 30's, Askew had the privilege of serving over a dozen appointed 1st and 2nd in command officiates, Congressional Academy Members, and cabinet level management compliment(s) during his tour of duty inclusive of the development of the 1st draft for Mayoral Proclamations (the foundation).
Askew's experience in performance-tracking & community based budget oversight extends to community platforms such as ARC, Boaz & Ruth, Caritas, Daily Planet, East District Family Resource Center, Family Advocacy Clinics, Fan Free Clinics, Feed More, Inc., Meals on Wheels, Neighborhood Resource Center, Meals on Wheels, Neighborhood Resource Center, North Richmond YMCA, Offender Restoration Aide of Richmond, RCAP, Senior Connection, Senior Richmond Adult Day Care Services, The Healing Place, VJ Harris Health Clinic, Virginia Supportive Clinic, William Byrd Community House, Homeward (homeless platform), Central Virginia Legal Aide, Child Savers, and Virginia Cooperative Extension.
While managing the collaborative IT Capitol projects for an entire cluster (Office of the Deputy Chief Administrative Officer for Human Services for the City of Richmond, Virginia), Askew noticed and examined the funding resources and project variables for several of the Cabinet level Director’s. When mentioning the overlap of the IT request made to the centralized information technology units,
Askew was then charged with developing a global operating system/ model that would realign the cluster projects in order to meet the demand of the public, reduce cost to the City, and facilitate a system that would encompass the business needs of the organization as a whole.
With success, the creation of a Consumer Based Continuum of Care Human Services Model was presented to the Mayor’s cabinet on September 20, 2007 (Richmond Works: Measuring, Mapping, and Improving the Well-Being of Residents) and January 10, 2008 (Data Driven Decision Making: Improving Services Delivery in our Community), he managed and coordinated a team of managers and liaisons in addressing outcomes for performance measures designed to increase the efficiency and effectiveness of the program deliverable on an on-going basis in less than one year employed by the City. This project position Askew to serve in a management support for the 1st ever Mayor's Emergency Management Operation's Manual for the City of Richmond Virginia Government as a result of working on a special taskforce for the State Homeland, National Disaster, and Terrorist emergency attacks for Washington, District Columbia from 2001-2002 in lieu of September 11, 2001 and prior to the development of the United States Office of Homeland Security in 2002. Death Toll: Washington, District of Columbia - 0. Concentration Severe Weather, Infectious Disease, Radiology Release and Infrastructure Failure.
Though, Askew has implemented some of the most noteworthy change management strategies for at-risk local agencies in the area of Finance and Administration in Alabama, District of Columbia, Commonwealth of Virginia and US Virgin Island, his most significant professional and personal impact/ accomplishment was the execution of a youth development agri-business campaign titled “Ending Food Deserts…..Growing Green Richmond.” & the development and the transition of the Teen Pregnancy Prevention Initiative from the Executive Office of the Deputy Chief Administrative Officer to the Richmond City Health District under the administration of Mayor L. Douglas Wilder (First African American Governor of the Commonwealth of Virginia) and Mayor Dwight C. Jones (Senior Minister of First Baptist Church of South Richmond.).
Askew's financial oversight and portfolio further extended itself into the trillions with an increase of $200M allocated to the City of Richmond, Virginia Health and Human Services Cluster.
Askew, inclusive of the Support Services compliment of the Youth Correction community, managed an inventory warehouse upgrade for the DC Youth Services Administration vie staff and contracting vehicles..
Leadership Style
Askew’s leadership style is best characterized as the three D’s - Direct, Detailed, and Decisive; yet he has demonstrated a flexibility and adaptability critical to consulting on and resolving complex project challenges exclusive of social justice and civil liberty matters. He excels in defining project scope and direction, building new client relationships, increasing intergovernmental relations, and managing cross-functional teams. Askew went on to expand his leadership as the Student Government President for the campus of Alabama A&M University in 1996-97 alongside the leadership of University President John T. Gibson and Board Chair, Chris McNair, the father of Denise McNair, a victim of the 16th Street Baptist Church, Birmingham Alabama Bombing.

Askew was afforded the opportunity to represent a campus of 5,500 peers in Washington, DC for a Youth Summit sponsored by the Congressional Black Caucus, Capitol Hill., Washington, DC. While serving as a student representative, Askew is proud of the final construction and completion of the Louis Crew's Stadium (1996; $ 10 million project) and Mamie Labon Foster Living and Learning Complex; AAMU 1st co-ed residential community and other substantial policy and teacher-related state based initiatives.
Askew has had the pleasure of providing civic engagement, youth oversight, and professional development to programs sponsored by the United States Department of State, United States Department of Housing and Urban Development, United States National Aeronautics and Space Administration, United States Department of Labor, United States Agency of International Development, United States Department of Justice and other agencies in relationship to mandates of Congress and vision of the United States President and their administration.
Askew has engaged and welcomed person of various national origin to the United States of America's apple pie dream for a "Workforce and Cultural diversity" empowerment experience inclusive of persons from Russia, Saudi Arabia, Morocco, Kyzanstin, Pakistan, China, Korea, Turkey, Africa, Ghana, India, Guatemala, Brazil, Puerto Rico, Korea and the Virgin Islands.
P35 has maintained customer relations in all areas of the local/federal government, not-for-profit, and faith based organizations. In 2010, Askew pushed forward with the development of “Lineage Institute.” and the Georgia and Carrie Foundation; A Network of Community Investors developed to maximize the usage of his models throughout urban and rural communities.
Year of 2013 brought to the organization three major historical success. With over 100 youth in the guardianship of the District of Columbia Government Youth Rehabilitative Services agency, a collaborative effort between the City of District of Columbia Department of Contracting and Procurement, Department of Local Small Disadvantage Business agency, and the Institute’s Workforce, Labor, and Employment Services receive a contract award in the area of Temporary services, workforce re-development, and physical fitness programming, first year in operation.
