measures its goals and mission by real-time judicial events. These events are largely led by the political outcome of communities, and/or  forum driven by the direction of waste, fraud or corruption.

We like to call this our final "Examination" of the decisions made by the public or other hosting authorities presenting or advocating based on statistics and proven research methods.

Askew’s leadership style is best characterized as the three D’s - Direct, Detailed, and Decisive; yet has demonstrated a flexibility and adaptability critical to consulting on and resolving complex project challenges inclusive of social justice and civil liberty matters. Askew excels in defining project scope and direction, building new client relationships, increasing intergovernmental relations, and managing cross-functional teams.

Askew was soon tapped by senior officials to lead high profile initiatives and projects to resolve operational and human resource issues in under-performing or at-risk areas; from financial process re-design to professional development program improvement. Askew, an energetic and ready to learn type employee, was charged with managing an innovate business re-engineering process that would bridge the lines between a paper driven procurement system to a “paperless” system vie a Top Down Model approach to satisfying the end user demand for outcomes for the Department of Human Services and DC Government citywide. 

 

As the first published (Blueprint for Tomorrow) Chief Administrative Officer for Youth Service Administration and Jerry M compliance team member, Askew developed and administered human capital development and fiscal assessment plans for DC Department of Youth Services as a measure to reduce chronic overtime costs to include an inter-agency recruitment plan to fill all agency vacancies. Under his leadership, two teams of experts traveled to 5 states in 14 days to interview over 350 candidates and hired the top 60 as full time permanent employees. Each employee was housed and trained through a new intensive correction's training model. ​

Askew has served as the finance and administration/ operations expert for two of the most expansive federal compliance measures placed on the District of Columbia’s leadership and employees by the federal court system's: the Jerry M Consent Decree and the Evan Class Mandate at 26. As the member of the Evans Class Action Decree's transition team (Mental Retardation and Developmental Disability, now the Developmental Disability Service agency, Askew managed an emergency audit, within 120 days of redeployment, as means of streamlining the funding requirements for the Mental Retardation and Developmental Disability Administration (MRDDA).  This resulted in a funding increase of $8M and an onsite revised ACA approved training model.

 

Askew can be accredited for the design and dissemination of the programmatic cost center structure and recommendation for the most effective compatible system for an automated procurement system for the Health and Human Services Division of the GDC. This transition of 2,000+ employees/ providers, re-configuration in network software, shift in the productivity workflow, upgrade of software and hardware equipment is the contributing factor for the higher than norm service delivery now seen in Human Services related areas of the Government of the District of Columbia's as mandated by the Superior Court.

 

Askew’s background includes working for Alabama's Jefferson County Government, State of Maryland, the State of Georgia, the City of Baltimore Government (Special Initiative), the District of Columbia Government, Chief Financial Officer, The District of Columbia Public School System and Health and Human Services agencies, U.S. Virgin Islands and the Richmond City Government ((10) departments/ 22 initiatives) among other partnering local and federal agencies (national and international) on both the east and west coast. such as Cultural Homestay International, Ashland Management Group (Maximus), LongView and Associates, Potomac College of Washington, DC and the Virginia Department of Rail and Public Transportation, 

ARC, Boaz & Ruth, Caritas, Daily Planet, East District Family Resource Center, Family Advocacy Clinics, Fan Free Clinics, Feed More, Inc., Meals on Wheels, Neighborhood Resource Center, Meals on Wheels, Neighborhood Resource Center, North Richmond YMCA, Offender Restoration Aide of Richmond, RCAP, Senior Connection, Senior Richmond Adult Day Care Services, The Healing Place, VJ Harris Health Clinic, Virginia Supportive Clinic, William Byrd Community House, Homeward (homeless platform), Central Virginia Legal Aide, Child Savers, and Virginia Cooperative Extension. inclusive of the development of an emergency management plan and a composite of 1.2 trillion in government funds, personnel and assets.
