LEADERSHIP 

Askew’s leadership style is best characterized as the three D’s - Direct, Detailed, and Decisive; yet he has demonstrated a flexibility and adaptability critical to consulting on and resolving complex project challenges exclusive of social justice and civil liberty matters. He excels in defining project scope and direction, building new client relationships, increasing intergovernmental relations, and managing cross-functional teams. As an independent contractor, researcher, business owner, public administrator, change management strategist and academician, Askew’s background includes working for Alabama's Jefferson County Government, State of Maryland, the City of Baltimore Government (Special Initiative), the District of Columbia Government, U.S. Virgin Islands and the Richmond City Government among other partnering local and federal agencies (national and international) on both the east and west coast. 

 

FINANCIAL EXPERT 

In 2000, he joined the Government of the District of Columbia (GDC) as a Budget Analyst for the District of Columbia Public School System and served as Chief Analyst for Division III ((26) Elementary) schools and several centralized operation/ program areas. He managed budget development and execution and served as a financial consultant and advisor to academic and program staff. He was soon tapped by senior officials to lead high profile initiatives and projects to resolve operational and human resource issues in underperforming or at-risk areas; from financial process redesign to professional development program improvement. 

 

Since 2000, although technically a GDC employee, he has functioned as a consultant and change management strategist for other operating divisions including: The Office of Chief Financial Officer, The Office of Finance and Resource Management, Office of Contracting and Procurement, Office of Customer Services Operations, Office of the City Administrator, and Department of Human Services. Over the past ten years, he has developed and led large-scale quality initiatives to optimize performance, reengineer business processes and procedures, improve efficiency, enhance accountability, and strengthen organizational and administrative infrastructures. He has delivered value to the organization by providing strategies, action plans, and leadership critical to performance improvement, revenue growth, cost reduction, and technology gains. Askew has managed budgets in excess of $350M and over 592 full time employees (FTEs) inclusive of the DOJ Justice Services Grants, the American Recovery Act funding, the Workforce Investment Act funding and AmeriCorps.  

 

As an experience real estate investor, Askew land and building acquisition projection has a growth expectancy in the next 5 years of more than $6M - $100M of social engagement activities. Askew investment in community has reached a minimum of $2M.

 

\ In 2004, Askew administered the financing for (2) major government related construction projects - the funding for the "new" Youth Center (Mt. Olivet Youth Detention Center) in the amount of $30M of that 10,450,000.00 delegated at Askew’s authority and the transition and funding requirements of DC Department of Human Services from the St. Elizabeth Campus in Southeast section of the District of Columbia into its present location, 501 New York Avenue, Washington, DC for approximately $1.5M.

 

CHANGE MANAGEMENT STRATEGIST. SYSTEM RE-ENGINEER 

While still employed with the District of Columbia and trained in State of Alabama, Askew, an energetic and ready to learn type employee, was charged with managing an innovate business re-engineering process that would bridge the lines between a paper driven procurement system to a “paperless” system vie a Top Down Model approach to satisfying the end user demand for outcomes for the Department of Human Services.

 

Askew can be accredited for the design and dissemination of the programmatic cost center structure and recommendation for the most effective compatible system for an automated procurement system for the Health and Human Services Division of the GDC. This transition of 2,000+ employees/ providers, re-configuration in network software, shift in the productivity workflow, upgrade of software and hardware equipment is the contributing factor for the higher than norm service delivery now seen in Human Services related areas of the Government of the District of Columbia.

 

 Askew has served as the finance and administration expert for two of the most expansive federal compliance measures placed on the District of Columbia’s leadership and employees by the federal court system, Jerry M Consent Decree and the Evan Class Mandate. 

 

As the first published (Blueprint for Tomorrow) Chief Administrative Officer for Youth Service Administration and Jerry M compliance team member, Askew developed and administered human capital development and fiscal assessment plans for DC Department of Youth Services as a measure to reduce chronic overtime costs to include an interagency recruitment plan to fill all agency vacancies. Under his leadership, two teams of experts traveled to 5 states in 14 days to interview over 350 candidates and hired the top 60 as full time permanent placements. 

 

As the member of the Evans Class Action Decree's transition team (Mental Retardation and Developmental Disability, now the Developmental Disability Service agency), Askew managed an emergency audit, within 120 days of redeployment, as means of streamlining the funding requirements for the Mental Retardation and Developmental Disability Administration (MRDDA).  This resulted in a funding increase of $8M.

 

ADVISOR: HEALTH AND HUMAN SERVICES 

With a passion for service to community, Mr. Askew, in 2007, was selected by the Deputy Chief Administrator Officer/ Human Services for City of Richmond to serve as an advisor on the alignment of the Human Services/ Social Services related programming to include approximately (10) departments/ initiatives and (22) community not-for-profit organizations resulting in a consortium of collaborative planning created to provide a long term blueprint and operating system to measure the needs of its citizens. 

 

While managing the collaborative IT Capitol projects for an entire cluster (Office of the Deputy CAO for Human Services for the City of Richmond, Virginia), Askew noticed and examined the funding resources and request project variables for several of his supervisor’s sub Cabinet level Director’s. When mentioning the overlap of the IT request made to the centralized information technology units, Askew was then charged with developing a global operating system/ model that would realign the cluster projects in order to meet the demand of the public, reduce cost to the City, and facilitate a system that would encompass the business needs of the organization as a whole. 

 

Through the creation of a Consumer Based Continuum of Care Human Services Model presented to the Mayor’s cabinet on September 20, 2007 (Richmond Works: Measuring, Mapping, and Improving the Well-Being of Residents) and January 10, 2008 (Data Driven Decision Making: Improving Services Delivery in our Community), he managed and coordinated a team of managers and liaisons in addressing outcomes for performance measures designed to increase the efficiency and effectiveness of the program deliverables on an on-going basis in less than one year employed by the City. 

 

Askew's volunteerism and oversight  includes various services and programs (substance abuse services, electronic monitoring, mental health unit, Teen Court, mentoring programs, community services, restitution, truancy, GED class, CASA Program, Domestic Violence Liaison and Boy Scout Diversion) and community programs (day treatment, parenting classes).

 

YOUTH ADVOCATE 

Though, Askew has implemented some of the most noteworthy change management strategies for at-risk local agencies in the area of Finance and Administration in Alabama, District of Columbia, Commonwealth of Virginia and US Virgin Island, his most significant professional and personal impactful accomplishment was youth development agribusiness campaign titled “Ending Food Deserts…..Growing Green Richmond.” and the development and transition of the Teen Pregnancy Prevention Initiative from the Executive Office of the DCAO to the Richmond City Health District. 

 

In honor of the First Lady Michelle Obama’s food deserts initiative, Askew developed a marketing campaign and summer youth initiative to include an 8 week business development and agribusiness curriculum for 100 participants. In attempt to overcome barriers, he self-recruited, developed marketing strategy and fundraised $87,000.00 in in-kind services from local universities, community organizations, citizens, government employees and faith based communities. 

 

EDUCATOR 

As much as direct contact and ultimate services are important to Askew, his ability to coach, teach, and develop strong educational curriculums,  aligning concept and theory, accessing accountability and application to real life experience for a long term impact could only be tamed through his love for teaching. 

 

Prior to America’s campaign “No Child Left Behind”, Askew belief in learning and teaching was formed while serving as a “teen” phonic instructor at the Russell Corporation Early Childhood Literary Program in 1990-1991 and while still in high school, serving as a substitute teacher for Algebra, Calculus and Advance Math courses for his peers and lower level students at the suggestion of the School’s Mathematic Department Chair. 

 

In 2004, Askew was honored with serving as a fiscal consultant and Charter Board member for the Washington Public Charter School located in Capitol Hill, Washington, District of Columbia. With 10 years of consistent experience, Mr. Askew served as a faculty member at Potomac College of Washington, District of Columbia in the areas of general education & finance and management studies. Askew’s expectation for himself and his students are raised every session where he consistently states “99% is not acceptable.” 

 

INTERNATIONAL DIPLOMAT 

Askew has had the pleasure of providing civic engagement, youth oversight, and professional development to programs sponsored by the United States Department of State, United States Department of Housing and Urban Development, United States National Aeronautics and Space Administration, United States Department of Labor, United States Agency of International Development, United States Department of Justice and other agencies in relationship to mandates of Congress and vision of the United States President and their administration. 

 

Askew has engaged and welcomed person of various national origin to the United States of America's apple pie dream for a "Workforce and Cultural diversity" empowerment experience inclusive of persons from Russia, Saudi Arabia, Morocco, Kyzanstin, Pakistan, China, Korea, Turkey, Africa, Ghana, India, Guatemala, Brazil, Puerto Rico, and the Virgin Islands. 

 

PURPOSE DRIVEN 

As Lyndon Johnson is one of the most noted reformers of the socio-economic policy shift for the low-to-moderate income families, Askew’s ultimate goal is to research and develop policy that would either enhance the opportunities presented by federal programs or restructure the accessibility of the program to include two parent households above the economic poverty level. This modification would promote a stronger focus on Family Stabilization that provides a higher quality of services for those individuals suffering from various degrees of need and availability of programs, services, and resources necessary to improve the quality of living beyond that of a poverty stricken economic status. His intent is to clearly define “what is a state of self-sufficiency” for both Children, Youth, Adolescents, Families, Senior and Disabled populations. 

 

Askew's volunteerism and oversight in Jefferson County, Alabama led to an overwhelming curiosity for social services programming includes applicable experience dealing with clients and managers dealing with services and programs such as substance abuse treatment, electronic monitoring, mental health treatment, Teen Court, mentoring programs, community services, restitution, truancy, GED class, CASA Program, Domestic Violence Liaison and Boy Scout Diversion) and community programs (day treatment, and parenting classes).

 

As a result, in 2012, Askew developed a "Family Focus Planning Platform' called the Georgia and Carrie Foundation, which builds on social economic empowerment of the family. FAVORITE SCRIPTURE

I am not saying this because I am in need, for I have learned to be content whatever the circumstances.  I know what it is to be in need, and I know what it is to have plenty.  I have learned the secret of being content in any and every situation, whether well fed or hungry, whether living in plenty or in want. Philippians 4: 11-12. As a youngster Askew commitment to spiritual wellness allowed him to teach and facilitate classes with major religious organizations across the Southern Region. His message often aligned with youth faith, direction and follow through of the scripture as a part of summer bible studies in the Birmingham, Alabama area. He provided various motivational and biblical contained messages on the East Coast at temples in the states of Alabama, New York, and Georgia.

 

MUSICIAN

Challenged with expanding the enlightenment of music and gospel, Askew love for music was developed through years of training as  a saxophonist  While traveling statewide to sing in a gospel ensemble headed by the university students in the mid to late 90’s, the commitment led to the management of one of the many on-campus ceremonial gospel tributes.

 

ENTREPRENUER

In 1997 and again in 2005, at the request of colleagues residing in other States, Askew developed a government support firm (Psalms 35 Investment Firm), which aides companies in building capacity and/or seek solution based results through technical support. P35 has maintained customer relations in all areas of the local/federal government, not-for-profit, and faith based organizations.  In 2010, askew pushed forward with the development of “Lineage Institute.” A Network of Community Investors developed to maximize the usage of his models throughout urban and rural communities.

 

In 2014, Askew developed what he calls the "Moving Forward Campaign" for cities and states seeking a new way or branding and marketing the greatness of their neighborhoods, government, and mission. These collaborative are built for forward thinkers as a part of the Lineage Institute's brand for success. Askew has served as a consultant/ seasoned advisor for numerous companies including University of Potomac, Baltimore Rising, Inc., Boeing, Med star, Thermos and Thermos International Security Firm, the U.S. Virgin Island's Attorney General’s Office, Longview and Associates, LLC, Bourne Enterprise, LLC, Ashland Management Group, the Virginia Department of Rail and Public Transportation (CSX Rail audit), and Cultural Homestay International, Incorporated, et al.
