 LEADERSHIP

 

Askew’s leadership style is best characterized as the three D’s - Direct, Detailed, and Decisive; yet he has demonstrated a flexibility and adaptability critical to consulting on and resolving complex project challenges exclusive of social justice and civil liberty matters. He excels in defining project scope and direction, building new client relationships, increasing intergovernmental relations, and managing cross-functional teams. Askew went on to expand his leadership as the Student Government President for the campus of Alabama A&M University in 1996-97 alongside the leadership of University President John T. Gibson  and Board Chair, Chris  McNair,  the father  of Denise McNair, a victim of the 16th Street Baptist Church, Birmingham Alabama Bombing.

Askew was afforded the opportunity to represent a campus of 5,500 peers in Washington, DC for a Youth Summit sponsored by the Congressional Black Caucus, Capitol Hill., Washington, DC.  While serving as a student representative, Askew is proud of the final construction  and completion of the Louis Crew's Stadium (1996; $ 10 million project)  and Mamie Labon Foster Living and Learning Complex; AAMU 1st co-ed residential community and other substantial policy and teacher-related state based initiatives.

Askew served as the youngest Junior Editor and Editor in Chief of the "Amuite" University Yearbook  from 1994-1996. dr. ronald slaughter 

As an independent contractor, researcher, business owner, public administrator, change management strategist and academician, Askew’s background includes working for Alabama's Jefferson County Government, State of Maryland, the State of Georgia, the City of Baltimore Government (Special Initiative), the District of Columbia Government, U.S. Virgin Islands and the Richmond City Government among other partnering local and federal agencies (national and international) on both the east and west coast. such as Ashland Management Group (Maximus), LongView and Associates, Potomac College of Washington, DC and the Virginia Department of Rail and Public Transportation inclusive of the development of an emergency management plan under  the leadership of the Deputy Chief Administrative Officer (Mayor) for the City of Richmond, Virginia & Mayor and 1st African American Governor for the Commonwealth of Virginia , L. Douglas Wilder.

Askew served as a part of the human services recovery relief team for both Hurricane Isabel (2003), Hurricane Gordan/ Ivan (2004),  and Hurricane Katrina (2005)

In addition, Askew experiences includes working with the YMCA, Lalos and Keegan law firm, University of Potomac, Baltimore Rising, Inc., Boeing, Med star, Theros and Theros International Security Firm, the U.S. Virgin Island's Attorney General’s Office, Longview and Associates, LLC, Bourne Enterprise, LLC, Ashland Management Group, the Virginia Department of Rail and Public Transportation (CSX Rail audit), and Cultural Homestay International, Incorporated, et al,  where service has been the top of his agenda.

FINANCIAL EXPERT

 

Askew training in government finance - Master of Public Administration was cultivated onsite on the campus of the University of Alabama at Birmingham and utilized at the Jefferson County Family Court where at the age of 20 managed a $1M budget. Ten years later,  Askew responsibility level increased to an excess of $350M and over 592 full time employees (FTEs) inclusive of the Deputy Mayor for Public Safety funds allocated by the Department of Justice; Justice Services Grants, the American Recovery Act funding, the Workforce Investment Act funding and Ameri-Corps under 23.

 

In 2000, he joined the Government of the District of Columbia (GDC) as a Budget Analyst for the District of Columbia Public School System and served as Chief Analyst for Division III ((26) Elementary) schools and several centralized operation/ program areas. He managed over $750 billion while performing the task of  budget development and execution. At the same time , he served as a financial consultant and advisor to academic and program staff.

 

He was soon tapped by senior officials to lead high profile initiatives and projects to resolve operational and human resource issues in under-performing or at-risk areas; from financial process redesign to professional development program improvement. 

 

Since 2000, although technically a GDC employee, he has functioned as a consultant and change management strategist for other operating divisions including: The Office of Chief Financial Officer, The Office of Finance and Resource Management, Office of Contracting and Procurement, Office of Customer Services Operations, Office of the City Administrator, and Department of Human Services.

 

Over the past twenty-three years, he has developed and led large-scale quality initiatives to optimize performance, re-engineer business processes and procedures, improve efficiency, enhance accountability, and strengthen organizational and administrative infrastructures. He has delivered value to the organization by delivering financial management, providing strategies, action plans, and leadership critical to performance improvement, revenue growth, cost reduction, and technology gains.

Askew's experience in performance-tracking & community based budget oversight extends to community platforms such as ARC, Boaz & Ruth, Caritas, Daily Planet, East District Family Resource Center, Family Advocacy Clinics, Fan Free Clinics, Feed More, Inc., Meals on Wheels, Neighborhood Resource Center, Meals on Wheels, Neighborhood Resource Center, North Richmond YMCA, Offender Restoration Aide of Richmond, RCAP, Senior Connection, Senior Richmond Adult Day Care Services, The Healing Place, VJ Harris Health Clinic, Virginia Supportive Clinic, William Byrd Community House, Homeward (homeless platform), Central Virginia Legal Aide, Child Savers, and Virginia Cooperative Extension. 

Askew moves closer to the mission of his original research as a public administrator.

PURPOSE DRIVEN 

As Lyndon Johnson is one of the most noted reformers of the socio-economic policy shift for the low-to-moderate income families, Askew’s ultimate goal was to research and develop a policy/bills that would either enhance the opportunities presented by federal programs or restructure the accessibility of the program to include two-parent households above the economic poverty level.

 

This modification would promote a stronger focus on Family Stabilization that provides a higher quality of services for those individuals suffering from various degrees of need and availability of programs, services, and resources necessary to improve the quality of living beyond that of a poverty-stricken economic status.
